Council deliberated on the request from the American National Committee (AAM/ICOM) for an extension of its monthly anniversary membership renewal system that had been in place since 1999 and which was provisionally installed to assist in recruiting more members. Despite a drop in the Committee's membership in the past three years, Council decided to approve the extension of the system for another year to enable the new Committee Chair and Board to achieve its goals. Council said that the Committee must submit a written evaluation report about the system.

Gary Edson fait observer que la baisse des adhésions américaines peut être imputée au système de renouvellement mensuel utilisé par le Comité américain depuis trois ans ; les chiffres annuels pourraient bien être " trompeurs ". Il regrette que cette conséquence n'ait pas été envisagée lorsque le système a été officiellement proposé par l'AAM/ICOM et approuvé par le Conseil en 1998.

Mr. Edson stated that the decrease of American membership could be attributed to the monthly renewal system that has been used by the American Committee for the past three years; yearly numbers may therefore be 'deceptive'. He regretted that such an implication was not considered when the system was formally submitted by AAM/ICOM and approved by Council in 1998. He advocated for a better representation and visibility of ICOM at the national level to help increase membership.
