Although the Paslepa house was first built as a summer house, President uses it throughout the year. This has little effect on the working rhythm of the President's Office. The modern communications of the summer residence guarantee that the President's uninterrupted communication with his office, with Estonia, with the whole world. In the Paslepa Residence there are rooms for the President's secretary and counsellors, a small guesthouse and the sea launch "Thule" berthing in the bay.

1990. aasta märtsis valis Eesti rahvas Arnold Rüütli ülemnõukogu liikmeks ja seejärel valis ülemnõukogu oma esimesel istungil ta Eesti Vabariigi Ülemnõukogu esimeheks. Rüütli kaastegevusel võttis toonane Eesti kõrgeim legitiimne võim vastu otsuse "Eesti riiklikust staatusest".

In March 1990, the people of Estonia elected Arnold Rüütel to the Supreme Council of the Republic of Estonia and thereafter, in the council's first session, he was elected Chairman of the Supreme Council. Rüütel supported actively the adoption of the resolution "About Estonia's National Status" by the then highest legitimate power in Estonia. In this resolution, it was declared that the state power of the USSR in Estonia was illegal from the very first moment of its enforcement, and a transitional period for the restoration of the Republic of Estonia was declared. Arnold Rüütel was the Chairman of the Supreme Council of the Republic of Estonia until October 1992.
