This ACR reactor is a perfect example. The isotopes are commercial projects, which Canada is leading the world in, as a matter of fact. For instance, just to show you our support in those areas, in 2003-04 we put in $46 million for the ACR, last year $35 million, and this year we're proposing $60 million in the budget. This shows that we maintain our confidence in that form of energy, that it's part of the energy mix in Canada. And you're right, it is a part that does not emit substantial greenhouse gases. So we continue to support that.

The CAR is partnering with Medicalis, which is a Canadian medical software company based in Waterloo. They have developed an electronic diagnostic imaging order entry software called Percipio, and they have integrated the CAR guidelines into this software. When a physician orders a diagnostic imaging study, he provides clinical information. If the study does not meet with the guidelines, he immediately gets an electronic prompt suggesting to him what would be a more appropriate study or suggesting that diagnostic imaging would not help him.

FINTRAC can disclose information to the CRA once we meet our threshold of money laundering and also determine that the information is relevant to tax evasion, in this particular kind of example. FINTRAC is working closely with the CRA to define indicators and to improve that working relationship, so that we can better meet their needs and so that they understand the kinds of information we require to facilitate that kind of a working relationship. But again, vis-à-vis a specific case, I really couldn't comment.

Ms. Valerie Smith: A partial solution might be random checks run on the various networks by the CRTC or some independent body, possibly Laval University. If the networks were aware that they were being randomly monitored, I think they might clean up their act. The CAB codes are actually fairly good, but they are not adhered to. So spot checks might provide that sort of check and balance.

These are real people, real families, and communities that could be viable and vital again with a little support and a little help from here. We saw this—I saw it personally—in the early nineties, in northern Ontario again. I was the provincial member of Parliament for Sault Ste. Marie when Algoma Steel and St. Marys Paper hit the skids. The ACR was bleeding to the tune of about $10 million a year because of all of that.

I believe you heard from the CBA previously. For instance, they proposed something they called “preponderance of rule” rather than... Whatever the rule, for argument's sake, if 50% of the channels in the cable system have to be Canadian, fine. If that's the rule, and you think it's necessary for fostering Canadian culture, so be it. But then let the public choose which channels they want. Leave it open after you go beyond the basic tier.

In the CAB's view, this would also send a clear message that individual licensees alone should not and cannot dictate the future of the regulatory framework. This review should produce clear policies and recommendations for government to consider regarding the future direction of proposed production funding in both the English and French language markets. In particular, given recent discussions, we need to revisit the eligibility of public broadcasters to available production funds, such as the CTF.

In Ontario, for instance, we're at about 12,006 now, I think it says in my notes. We were around closer to 14,000 before, and then we shut down a couple of the units. But 10% is not that much any more. They put in a 1,000-megawatt unit, the ACR-1000, which produces about 1,175 megawatts gross power. So it doesn't take much to increase your output by 10%.

They have two independent shutdown systems, which other reactors don't have. The ACR has been designed to have a negative power coefficient or void coefficient. This will also increase safety, but it doesn't make it any safer than a CANDU 6. They are both very, very safe reactors. The design criteria on them is to make sure they can handle the design basis accidents that have been put forward by the regulator, which are very onerous accidents.

In our situation, with the nuclear industry we are likewise moving to become.... Well, we can't eliminate too much more of our carbon dioxide, obviously, because we don't emit any as we go through the reactions and generate electricity, but we are looking at becoming much more efficient on the use of our fuel. The new ACR being designed at AECL, Atomic Energy of Canada Limited, will use less fuel and produce smaller amounts of expended fuel for the amount of electricity generated.

What I can tell you today is that the opportunities for AECL are increasing all the time. We have a feasibility study with the Province of New Brunswick for a second CANDU reactor in the province, the ACR-1000. Again, we're seeing increased interest from other provinces for new builds. So the prospects are looking very, very good.
