The temple was constructed by a large apsidal hall that opened up like an exedra at the bottom of the portico. A worship statue was kept in the apse.

The site was probably divided into two spaces: the space behind the wall with the Forma Urbis, has been identified as the Library, as demonstrated from excavated niches that were used for books just like the ones in the Forum of Trajan's library; the other is a space of apse origin against the so-called Temple of Romulus in the Roman Forum.

Il sito era forse costituito da due ambienti: l’uno, quello retrostante la parete con la Forma Urbis, identificato con la Biblioteca, come dimostrano le nicchie scavate nelle pareti per ospitare armadi per libri, esattamente come nella Biblioteca del Foro di Traiano; l’altro in origine absidato, che si appoggiò al cosiddetto Tempio di Romolo nel Foro Romano, del quale ancora si può ammirare la parete esterna della porta di accesso in blocchi di peperino e travertino.

Other notable similarities to the Forum of Trajan were the location of the apsidal piazza at the bottom of the Portico and the worship statue located in the apse. This likeliness suggests that their was an anticipated mutation of the Forum structures- Vespasian's project as the basis and Trajan affirming the image of absolute power by the emperor.

Altre analogie notevoli con il Foro di Traiano , l’impostazione della piazza absidata sul fondo del Portico e la statua di culto posta proprio nell’abside, suggeriscono che alla base del progetto di Vespasiano vi fosse una anticipazione del definitivo mutamento dell’edilizia nei Fori, destinati con Traiano ad affermare l’immagine del potere assoluto dell’imperatore. La presenza poi della Biblioteca collegata al tempio ricorda il sistema dei Principia, piazze forensi all’interno degli accampamenti militari, nei quali, però, le biblioteche erano destinate a contenere gli atti dei magistrati.
