Der ARS ist der Königliche Erlass vom 19. Dezember 1967 über das Allgemeine Reglement in Ausführung des Königlichen Erlasses Nr. 38 vom 27. Juli 1967 über die Einrichtung des Sozialstatuts der Selbständigen (Belgisches Staatsblatt, 28. Dezember 1967). Dieser Königliche Erlass ist eine zentrale Durchführungsverordnung, die bereits mehrere Male abgeändert wurde.
