Le DFI est chargé d'élaborer un message sur le financement des IPDP avant la fin septembre 2008. Celui-ci doit se baser sur le modèle mis en consultation par le Conseil fédéral, l'apport des capitaux manquants pouvant se faire sur 40 ans pour les IPDP partiellement capitalisées.

The consultation findings were submitted to the Federal Council. The dispatch on the financing of public pension funds, which the DHA must submit before the end of September 2008, shall be based on the Federal Council model, but with a clause stipulating that public pension funds may continue to operate according to the partial capitalisation regime for a period of 40, rather than 30, years, from which point they must ensure full funding levels. The final proposal constitutes a compromise resulting from the intense debate surrounding both the full funding and the 30-year deadline models which dominated the consultation procedure.

Der Bundesrat nimmt die Ergebnisse des Vernehmlassungsverfahrens zur Kenntnis. Die vom EDI bis Ende Sept. 08 zu erstellende Botschaft zur Finanzierung örVE soll auf dem Vernehmlassungsmodell des Bundesrates basieren, wobei für die Ausfinanzierung teilkapitalisierter örVE neu eine Frist von 40 Jahren gelten soll. Dabei handelt es sich um einen Kompromiss, da die Ausfinanzierung selbst sowie die vom Bundesrat vorgeschlagene Frist von 30 Jahren in der Vernehmlassung heftig umstritten war.
