The Cabinet is responsible for taking decisions in line with the Council's Budget and overall policies. If it wishes to make a decision which is outside the Budget or policy framework, this must be referred to the Council as a whole. Cabinet is made up of a Leader elected by the Council and up to a maximum of nine other members appointed by the Leader. From amongst those members, the Leader has the discretion to appoint a Deputy Leader or Deputy Leaders.

There are two Regulatory Committees: the Planning and Rights of Way Committee which consists of 15 members and the Licensing Committee which consists of 13 members. The composition of these Regulatory Committees reflects the overall political balance of the Authority. Whilst the Planning Committee deals with planning applications as a full Committee, the Licensing Committee deals with overall matters relating to the range of Licensing issues but does not undertake the actual hearing of individual applications/cases. Hearings are dealt with by four Licensing Sub-Committees of three Members each, selected on a rota basis from the 13 Members of Licensing Committee.
