Por otro lado, esta norma fue posteriormente modificada en parte por la "Ley 19/2001, de 19 de diciembre, de reforma del Texto Articulado de la Ley sobre tráfico, circulación de vehículos a motor y seguridad vial", la cual, además de introducir modificaciones en materia de ciclismo de la Ley sobre Tráfico (aprobada por Real Decreto Legislativo 339/1990, de 2 de marzo. BOE núm. 306, de 23 de diciembre), aprovecha para llenar lagunas e incluso para hacer correcciones a la Ley del 99. Y, finalmente, el "Reglamento General de Circulación (Real Decreto 1428/2003, de 21 de noviembre)" que también desarrolla el texto articulado de la Ley sobre Tráfico e incorpora nuevas normas que afectan directamente a las personas que usan la bicicleta.

Firstly, Act 43/1999, of 25 November 1999, on Cycling and Urban and Interurban Traffic. Adaptation of driving regulations to cycling. Secondly, this act was subsequently amended in part by Act 19/2001, of 19 December, amending the Articled Text of the Act on traffic, driving of motor vehicles and road safety, which, besides introducing a number of modifications concerning cycling to the Traffic Act (approved by Royal Legislative Decree 339/1990, of 2 March. Official Spanish Gazette no. 306, of 23 December), eliminates loopholes and makes corrections to the 99 act. And lastly, the Road Traffic Rules (Royal Decree 1428/2003, of 21 November) which also develops the articled text of the Traffic Act and incorporates new regulations directly affecting bicycle users.

Alde batetik, 43/1999 Legea, 1999ko Azaroak 25eko Legea dago, Ziklismoa-Hirietan eta Hirien arteko Zirkulazioari buruzkoa. Ziklismoaren praktikari zirkulazio arauen egokitzapena. Bestalde, arau hau zatika aldatuta izan zen abenduak 19ko 19/2001 Legearen bidez, trafikoari, motorezko ibilgailuen zirkulazioari eta bide segurtasunari buruzko Legearen Testu Artikulatuaren erreformari buruzkoa; honek, Trafikoari buruzko Legean zizklismo mailan aldaketak sartzeaz gain (Martxoak 2ko 339/1990 Errege Legegintzako Dekretuaren bidez onartutakoa. BOE 306 zbkia., abenduak 23koa), hutsak beteko ditu ere, baita 99.eko legeari zenbait zuzenketa egiteko. Eta, azkenik, Zirkulaziorako Arautegi Orokorra (Azaroak 21eko 1428/2003 Errege Dekretua), baita ere Trafikoari buruzko Legearen testu artikulatua garatzen duena, eta bizikleta erabiltzen duten pertsonengan zuzenean eragina izango duten arau berriak barneratzen dituena.
