Le projet du CDE cherche à traiter à la source le problème de la productivité et de la qualité, avec des projets utilisant les champs-écoles paysans (Farmer Field School) pour fournir des formations sur les bonnes pratiques culturales et environnementales, pour améliorer les capacités de multiplication des semences et sur les techniques post-récolte, entre autres.

The CDE project is tackling the issue of productivity and quality at source, with plans to use Farmer Field Schools to deliver training in good field and environmental practices, improved propagation capacity and post-harvest techniques, among other measures. This is supported by germplasm programmes implemented through the International Cocoa Gene Bank in Trinidad, which is seeking to extend use of improved varieties.

Improving field level productivity. In terms of value-addition objectives, the CDE project involves a component targeting small-scale cocoa manufacturers and chocolate makers, providing training for advanced artisan chocolatiers and chefs in chocolate making and advanced chocolate product development techniques. Currently in the Caribbean there are only a limited number of small and medium enterprises involved in value-added cocoa products, ranging from cocoa drinks and chocolates to beauty and health care products, and even cocoa paper.

The report seeks to address the issue of aid delivery by highlighting the need for the establishment in the Pacific of local representations of EU agencies (e.g. the CDE and the EIB). Given the expected financing needs ‘substantially more resources than is already foreseen in the Regional Indicative Programme (RIP) and European Development Fund’ will be needed. These funds it is felt could come from ‘additions to the EDF or from unused past EDF allocations or from a fund set up especially for EPA adjustment’.

This is an interesting example of how a labelling initiative can be tailored in line with capacities of the ACP artisanal fishing sector to meet the requirements. The criteria of most existing labelling schemes, particularly eco-labelling schemes, are suited more to industrial fisheries and, in most cases, small-scale fisheries are marginalised by these schemes. Moreover, complying with these ecolabel requirements necessitate a significant investment by the small-scale sector and represent an additional administrative burden, which are not supported by the scheme. For all these reasons, the CDE initiative is to be welcomed.

Pour cela, une douzaine de pêcheurs seychellois, membres de la Federation of Boat Owners Association (FBOA) se rendra en Bretagne, en France, pour y rencontrer les membres de l’association locale de pêche à la ligne, l’Association des Ligneurs de la Pointe de Bretagne, ainsi que des entreprises de transformation du poisson, distributeurs, autorités portuaires, associations professionnelles, négociants et restaurateurs qui se spécialisent dans le poisson et les crustacés.

Artisanal fishing in the Seychelles produces 4,526 tonnes each year, composed mainly of deep-sea fish, which are exported to Mauritius, Reunion, the UK and France. The CDE (Centre for the Development of Enterprise) has been approached to supply technical assistance for the development of this fishery. To this end, a dozen Seychelles fishermen, members of the FBOA (Federation of Boat Owners Association) will visit Brittany (France), where they will meet members of the local hook-and-line fishery association, (Association des Ligneurs de la Pointe de Bretagne), as well as fish-processing companies, distributors, port authorities, professional associations, traders and restaurants which specialise in fish and seafood. The objective is to support the labelling of Seychelles artisanal fish products, modelled on the Breton ‘hook & line fished sea bass’ label. In addition, an internet site will be set up, to promote the Seychelles artisanal fishery.

A focus of discussion in the Caribbean Fine Cocoa Forum (CFCF – an-EU supported regional fine cocoa stakeholder dialogue forum) has been on getting cocoa estates back into production. The neglect and abandonment of cocoa estates in the Caribbean has been a key factor in the decline of both cocoa production and quality. Cocoa is now predominantly a smallholder farmer crop (e.g. 83% of Jamaica cocoa farmers operate on less than 5 hectares), with a number of current initiatives aimed at improving smallholder production of fine cocoa. This includes a 3-year programme funded by the ACP Centre for the Development of Excellence (CDE) launched in June 2011, and the EU-funded RECREATE programme in Jamaica launched in March 2012 (see Agritrade article ‘ Caribbean looking to boost cocoa production’, 10 June 2012).
