La Unión Europea y el Mercosur son socios prometedores, como muestra el creciente intercambio en el comercio de mercancías y servicios, el volumen de primer orden de las inversiones, la significativa ayuda de cooperación al desarrollo que proporciona la UE al Cono Sur y el fructífero diálogo político mutuo de los últimos años.

The European Union and Mercosur are promising partners, as shown by the growing exchange in the trade of goods and services, the high volume of investment, significant development co-operation aid provided by the EU to the Southern Cone and the fruitful mutual political dialogue in recent years. Despite such a favourable context, since 1999 the EU and Mercosur have been unsuccessfully negotiating the implementing of the Interregional Framework Cooperation Agreement between the European Community and Mercosur, subscribed in Madrid in 1995, due to the enormous difficulties arising during the 16 negotiation rounds, in particular ?but not exclusively- due to differences in agricultural matters, to the point of being able to state that at present the establishing of the future association is at a dead end. The bi-regional Summit between the EU and LAC, to be held in Madrid in May, provides a unique opportunity to surmount this

La Unió Europea i el Mercosur són socis prometedors, com mostra l'intercanvi creixent en el comerç de mercaderies i serveis, el volum de primer ordre de les inversions, l'ajuda significativa de cooperació al desenvolupament que proporciona la UE al Cono Sur i el fructífer diàleg polític mutu dels últims anys. Malgrat aquest context tan favorable, des del 1999, la UE i el Mercosur negocien, amb poc èxit, la implementació de l'Acord Marc Interregional de Cooperació, subscrit a Madrid el 1995, a causa de grans dificultats aflorades durant les setze rondes negociadores, en particular ? però no exclusivament ? per les diferencies en matèria agrícola, fins l'extrem de poder afirmar que, en aquests moments, l'establiment de la futura associació es troba en un carreró sense sortida.
