大規模な災害時には個人およびコミュニティーのレジリエンス（resilience）能力が構築できているか否かが明暗を分けます。EUは近年途上国支援においてレジリエンス能力の強化に力を入れています。EU加盟国の間では、さまざまな危機に対処できるレジリエンスの促進が持続可能な開発を可能にすること、災害リスク削減のための総合政策や予防的な長期投資こそが被害を最小化するとの確信が共有されており、この確信のもと、レジリエンスと災害リスク削減を包括的に扱い、レジリエンス能力構築を将来への投資と捉え、人道援助と開発援助とを結束しつつ、効率的で結果志向の高い途上国支援を行っています。
