First, they were not able to find a common position in time to start trilogues with the EP, which has been ready to negotiate since April this year. It is the Council's fault that the negotiations will not even have started by the end of this year and the special levy will expire. And now, they do not even care that the special levy expires!" she added.

Le Président du groupe le plus important du Parlement européen a souligné que chaque Etat membre doit faire preuve de responsabilité. "Lundi, nous avons reçu le prix Nobel de la paix. C'est le fruit d'un héritage dont nous devons être dignes, pour que dans encore plus de 60 ans, il soit transmis aux générations futures. Aujourd'hui, nous devons avoir le courage d’accomplir un nouveau pas en avant. Deux étapes sont à notre portée. La première, c’est d’avancer sur l’Union bancaire qui complètera notre union économique et monétaire. La deuxième, c’est de trouver un accord sur le cadre financier pluriannuel. The European Parliament almost unanimously delayed the discharge of the EP budget 2004 in today's plenary session in Brussels. "In view of the very recent allegations of excessive rental payments to the city of Strasbourg, we had no other option but to delay discharge for Parliament's budget in 2004. It is now up to the city of Strasbourg to clear up the existing allegations as fast as possible and without any tactical delays. Until then, any payments to the City of Strasbourg shall be stopped", declared EPP-ED Rapporteur for the Budgetary Control Committee, Markus Ferber MEP.

In der heutigen Plenardebatte über die mündliche Anfrage an EU-Erweiterungskommissar Rehn zum Stand der Beitrittsverhandlungen mit Bulgarien und Rumänien hat sich der Vorsitzende des Auswärtigen Ausschusses, Elmar Brok (CDU), für eine Aufrechterhaltung des Reformdrucks ausgesprochen. Brok wies darauf hin, dass sich das Europäische Parlament ein uneingeschränktes Konsultationsrecht als Bedingung für seine Zustimmung zum Beitritt dieser beiden Länder vorbehalten habe. "Diesem Anliegen ist der Kommissar auch gerecht geworden. Ich hätte mir jedoch schon jetzt eine deutlichere Aussage von Herrn Rehn darüber gewünscht, wie die Kommission den notwendigen Reformdruck auf Bukarest und Sofia im Falle einer positiven Beitrittsempfehlung bereits zum 1. Januar 2007 aufrechterhalten will", sagte Brok heute vor dem Plenum des Europäischen Parlaments in Brüssel.
