Además de la sobrepoblación, la falta de asistencia médica, jurídica, la higiene lamentable, etc., un fenómeno particularmente preocupante es la mezcla entre niños y adultos, entre acusados y condenados, entre niños que necesitan protección y cuidados y niños en conflicto con la ley penal. Desgraciadamente, el respeto de los derechos de estos niños es escasamente tomado en consideración porque están considerados ante todo como delincuentes que merecen ser castigados y no como personas cuyos derechos deben ser respetados.
