Les perspectives financières constituent l’encadrement des dépenses communautaires sur une période de plusieurs années. Elles résultent d’un accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission et indiquent l’ampleur maximale et la composition des dépenses budgétaires prévisibles. Elles font l’objet d’un ajustement annuel par la Commission pour tenir compte des prix et de l’évolution du produit national brut (PNB) communautaire. Il convient toutefois de noter que les perspectives financières ne correspondent pas à un budget pluriannuel puisque la procédure budgétaire annuelle demeure indispensable pour déterminer le montant effectif des dépenses et la répartition entre les différentes lignes budgétaires. Jusqu’à présent, le Parlement, le Conseil et la Commission ont conclu trois accords interinstitutionnels de ce type, respectivement en 1988, 1992 et 1999 : 1. les perspectives financières 1988-1992 (paquet Delors I) ; 2. les perspectives financières 1993-1999 (paquet Delors II) ; 3. les perspectives financières 2000-2006 (Agenda 2000). Pour l’heure, les négociations sont en cours au sein du Conseil de l’UE pour les perspectives financières 2007-2013.

Sie war die erste der drei ursprünglichen Gemeinschaften (EGKS, EWG, EAG) und damit der Wegbereiter der europäischen Integration. Ihre Aufgabe war die Errichtung eines Gemeinsamen Marktes für Kohle und Stahl, der mangels gemeinsamen Außenzolles und gemeinsamer Handelspolitik allerdings weniger umfassend angelegt war als in den beiden anderen Gemeinschaften.
