China's modernization alone will require imports of equipment and technology of about US$100 billion annually, and infrastructure expenditures during the latter half of this decade could amount to about US$250 billion. For China and for the other 27 applicants, WTO accession is a key element in the domestic reform process - providing security of access to world markets, binding dispute settlement, and a seat at the table as we continue writing the trade rules of the 21st century.

Les gouvernements doivent donc trouver aussi des méthodes nouvelles pour relever le défi du développement, c'est-à-dire ne pas se contenter d'investir dans l'industrie et les infrastructures, mais investir dans les gens.

La economía sin fronteras no está solamente intensificando nuestras relaciones, sino también ampliándolas. El estrechamiento de los vínculos con los países de Asia, América Latina y, ahora, África, que se están convirtiendo rápidamente en países emergentes, brinda enormes oportunidades, pero también grandes desafíos en lo que respecta a la integración, el ajuste y la estabilidad. En el documento de esta Conferencia se sostiene, y con razón, que el crecimiento futuro de China, la India o el MERCOSUR dependerá del mantenimiento de la estabilidad económica y política y de una continuación del proceso de reformas. Todos esos países se enfrentan con importantes problemas de ajuste económico y social. Tan sólo la modernización de China requerirá importaciones de equipo y tecnología por valor de casi 100.000 millones de dólares EE.UU. anuales, y los gastos en infraestructura durante la última parte del presente decenio podrían ascender a unos 250.000 millones de dólares. En el caso de China y de los otros 27 candidatos, la adhesión a la OMC es un elemento clave del proceso de reforma interna, que proporciona seguridad de acceso a los mercados mundiales, una solución de diferencias de carácter resolutivo y un puesto en la mesa redonda en que seguimos elaborando las normas comerciales del siglo XXI.
