Las mejores estrategias son aquellas que permitan explotar las fortalezas existentes, aprovechar las oportunidades, resolver las debilidades identificadas y evitar los riesgos (FODA), mejorando así la eficiencia del sistema estadístico nacional en un contexto de racionalización de recursos.

Successful achievement of these strategic goals will then depend on well-thought out mid-term and long-term strategies, broken down into activities/action plans. This does not exclude strategic goals addressing immediate needs. The strategies will build the corresponding necessary strength within the National Statistical System, both in terms of statistical production and statistical capacity. If, for example, it is decided to improve statistical dissemination through timely release of the next population census results in 2018, what would be the strategy in terms of human resources to achieve this ? The growth potential of the human resources will determine the statistical production - in other words, progressive building of human resources is crucial. The best strategies will be those which will allow to exploit the existing strengths, use the opportunities, solve the identified weaknesses and ward off the risks (SWOT), thus improving the efficiency of the national statistical system in a context of rationalization of resources. The ultimate result will be the production and delivery of agreed-on statistical data by the National Statistical System (NSS).

O sucesso destes objectivos estratégicos dependerá das estratégias de médio e longo prazo bem elaboradas, subdivididas em planos de actividades/acçã, sem excluir os objectivos estratégicos que abordam as necessidades imediatas. As estratégias criarão as forças correspondentes necessárias dentro do Sistema Nacional de Estatísticas, tanto em termos da produção de estatísticas bem como da capacidade estatística. Se, por exemplo, decide-se melhorar a divulgação de estatísticas através da publicação atempada dos próximos resultados do censo da população em 2018, qual seria a estratégia em termos de recursos humanos para alcançar este objectivo? O potencial crescimento dos recursos humanos determinará a produção estatística – em outras palavras, o crescimento progressivo dos recursos humanos é crucial. As melhores estratégias serão aquelas que irão permitir a exploração dos aspectos fortes existentes, usar as oportunidades, resolver as fraquezas identificadas e evitar os riscos (SWOT), portanto melhorar a eficiência do sistema nacional de estatísticas num contexto de racionalização de recursos. O resultado final será a produção e cumprimento dos dados estatísticos acordados pelo Sistema Nacional de Estatísticas (SNE).

تحقيق النجاح في تلك الأهداف الاستراتيجية سيعتمد عندئذ على استراتيجيات مدروسة على المدى المتوسط والبعيد، مقّسمة الى خطط أنشطة/عمل. وهذا لا يستثني الأهداف الاستراتيجية التي تعالج الحاجات المُستَعجَلة. ستبني الاستراتيجيات القدرة الملائمة المطلوبة من ضمن المنظومة الاحصائية الوطنية، في حالتي الانتاج الاحصائي والقدرة الاحصائية. فعلى سبيل المثال، في حال تقرير تحسين النشر الاحصائي من خلال إصدار لنتائج التعداد السكاني في عام 2018 في الوقت المحدد، ما هي استراتيجية الموارد البشرية التي ستعتمد لتحقيق ذلك؟ من شأن تزايد امكانيات الموارد البشرية أن يحدد الانتاج الاحصائي – بعبارة اخرى يلعب البناء التدريجي للموارد البشرية أهمية قصوى. أمّا الاستراتيجيات الأفضل فهي التي تتيح استغلال القدرات القائمة، واستخدام الفرص، وحل مواطن الضعف المحددة وابعاد المخاطر (TOWS)، كذلك تحسين دقة المنظومة الاحصائية الوطنية في إطار ترشيد الموارد. وستكون النتيجة القصوى انتاج وإنجازبيانات احصائية متفق عليها من قِبَل المنظومة الإحصائية الوطنية (NSS).
