Depuis Rio de Janeiro, il y a dix ans, il est apparu très clairement que les accords que nous avons négociés—ce qu'on appelle les AEM dans le jargon de l'OMC ou, plus couramment, les traités sur l'environnement, et qui inclut la Convention-cadre des Nations Unies sur les changements climatiques et la Convention sur la diversité biologique—sont des accords qui lient toutes les parties, comme convenu lors du Sommet de la Terre. Mais les négociations de l'Uruguay Round se sont déroulées exactement au même moment, et elles ont débouché sur un nouvel accord du GATT et la création de l'OMC.

In the ten years since Rio de Janeiro, it has become very clear that the agreements that we have negotiated, which in WTO speak are referred to as MEAs—generally referred to as environmental treaties, and including the United Nations Framework Convention on Climate Change and the Convention on Biological Diversity—were agreed to at the Earth Summit to be agreements that are binding upon all parties. In that very same period of time, though, the Uruguay round was going on and coming up with a new and revised GATT, with the creation of the WTO.
