He continued: "Current dental system is focussed on delivering treatment activity. We need to change the dental system in Wales so that dental services provision is based on prevention and need so that dental teams can work closely with patients and with other local services to achieve improved oral health outcomes. We have started this journey of change through the GDS Reform Programme."
