In commemoration of the 60th anniversary of the German Constitution (Grundgesetz) in 2009, the Rule of Law Program South East Europe of the Konrad-Adenauer-Stiftung (RSP SOE) has translated essential decisions by the German Constitutional Court into several languages of the Western Balkans. The collection of decision opens with an introduction by Prof. Dr. Dres. h.c. Hans-Jürgen Papier, president of the German Constitutional Court. The director of the RSP SOE, Dr. iur. Stefanie Ricarda Roos, contributed a foreword as well. Volume I—the Albanian translation—was published at the end of April.

The relationship between creating politics and controlling constitutional adjudication is not always free of tensions. On November 10, 2007, legal scholars and practitioners and political scientists as well as politicians discussed in the light of separation of powers, the limits of constitutional adjudication in Bulgaria. Principal speaker was Prof. Dr. Grimm, former judge at the Federal Constitutional Court in Germany and member of the Wissenschaftkolleg zu Berlin. The opening speech was delivered by Dr. iur. Stefanie Ricarda Roos, Director of the Rule of Law Program South East Europe of the Konrad-Adenauer-Stiftung.

Main project is the regional Experts’ Conference “Constitutional Jurisdiction in Theory and Practice”, that is going to take place from 27-28 October 2009 in Belgrade (Serbia). The RSP SOE organizes this conference in cooperation with the Serbian Constitutional Court for the countries of the Western Balkan. Die Leiterin des KAS-Rechtsstaatsprogramms Südosteuropa, Dr. iur. Stefanie Ricarda Roos, hat in ihrer Eröffnungsrede zur Konferenz „Die Verurteilung der kommunistischen Verbrechen in Rumänien und die Anwendung des internationalen Rechts“ betont, dass auch zwanzig Jahre nach dem Ende der kommunistischen Regime in Rumänien und anderen Ländern Europas die Aufarbeitung der Vergangenheit, zu der die strafrechtliche Ahndung der kommunistischen Verbrechen zählt, eine dringende Aufgabe ist.

In her opening speech at the conference “The Condemnation of Communist Crimes in Romania and the Application of International Law", the director of the Rule of Law Program South East Europe, Dr. Stefanie R.
