Luis Aladrén arkitekto donostiarraren zuzendaritzapean, obren iraupena 10 urtekoa izan zen, eta Aldundiaren egoitza berriaren inaugurazioa 1900eko uztailaren 31n ospatu zen, San Inazioren Jaia, bederen.

At the time of this significant donation, the Regional Government did not, strictly speaking, have a library, and the collections therefore had to be housed in the Government's headquarters, located in Bilbao's Plaza Nueva. In February 1890, the Government had purchased an undeveloped plot of land on the Gran Vía, on land owned by the Arbieto lineage of Orduña, for the construction of the new Regional Government Building. The project envisaged an ambitious public building with areas for a Printing House, Archive and Library. Under the direction of the San Sebastian architect Luis Aladrén, the works took 10 years to complete, and the new Regional Government headquarters were inaugurated on 31 July 1900, the feast of St Ignatius.

En el momento de esta importante donación la Diputación carecía de biblioteca propiamente dicha, de modo que los fondos se ubicaron en la sede de la Corporación, en la Plaza Nueva de Bilbao. En febrero de 1890, se había adquirido un solar abierto en la Gran Vía, en terrenos del antiguo linaje orduñarra de los Arbieto, para la construcción del nuevo Palacio de la Diputación. Se pensó en un edificio público ambicioso, con áreas destinadas a Imprenta, Archivo y Biblioteca. Bajo la dirección del arquitecto donostiarra Luis Aladrén, las obras duraron 10 años, y la inauguración de la nueva sede de la Diputación tuvo lugar el 31 de julio de 1900, festividad de San Ignacio.
