My job as the ADM of the health products and food branch is to make sure that whatever Canadians are using by way of health products is safe and comes from a quality place and actually does what it's supposed to do. Any time there is a new source of moly-99, or new generators, or a new condition for which you're going to use the same medication, our scientists look at it and make sure the approvals are in place. We've been working on this, and now it's unfolding and these measures are out there.

In my next section I did want to say something from a practical point of view. That is, if I were a parliamentarian, why would I support this and how would it help me in my job? Working through this, over the last couple of years, in one form or another, it seems to me that there are at least three ways in which this should make a very significant difference to the business of being a member of Parliament. Let me list them and then say something about each one.

The difference between the chair and the other members of the plenary is my job is to chair the meeting. My job is to ensure the agenda is set. My job is to be prepared to put some extra time in to do that, for which I am remunerated for my expenses. I get a stipend for the time of my meeting and half a day's pay for probably what is often, I am told by people who have been involved in this before, two or three weeks of prep time and a great deal of commitment. That's what I bring to the table.

I have another question. When it comes to hiring new employees, very subtly a manager who's conducting the interviews has to have in the back of his mind, “If I hire that person, that's going to make my life a lot more difficult because of that disability”, because it is a challenge sometimes to accommodate the special needs of people who have disabilities, as opposed to those who have no disabilities. Do you have any mechanism in place to assure that this kind of a prejudice does not enter into hiring practices in the service?

It's how you get into that market. In some cases it may be investment, in some cases it may be just sourcing, and in some cases it may be technology. My job is not to constrain them to any one of those issues but just to see how we can assist them. In some of those areas parliamentarians and ministers may say don't go down this path; you can help them in this but not in that. That's fair enough too.

If you're going to put the total onus on me to declare whether every word you say is relevant, that's a pretty heavy burden. I would much rather work with the democratic opinion of the committee. So far every vote we've had has seen a request by a committee member and a show of hands. Every single time members have wanted to move to the vote.

Before we go to a second round, I want to thank Mr. Power for making his party's position clear. As chair, my main concern is to get this bill back to the House, and sometimes we're not sure where different parties sit, and at the end we find out we're all in agreement. It makes it easier for me when I find out earlier that we're in agreement or close to it, so I appreciate that. I know it's not always possible to do that.

What I ascertained and witnessed was that there was a lot of elasticity in the way the houses were procured. There were policies that governed this. The government is actually very responsible in instituting policies that govern a lot of things. The question is, do they sit on the bookshelves and collect dust or are they actually followed, and is there an enforcement mechanism to make sure they're followed?

My name is Linda Tomlinson. After the visit of the Minister of National Defence in November, in which I voiced my concerns about the military family, I was asked by the chairman of the board of directors of the MCRC, the Military Community Resource Centre, to act as chair of a community working group preparing for your visit. My task was to listen to and consolidate the concerns of the families here at 15 Wing. As chair, I formed a committee of volunteers and we set out to understand and articulate these concerns. On this committee were the following individuals, all of whom will be speaking to you after me: Tammy Schneider, Rebecca Savard, Kim Dixon, Janet Edwards, and Melissa Van Dett.
