Il y a des gens qui viennent du Maghreb, de l'Afrique du Nord par exemple, où on retrouve des francophones, ou même de l'Europe. On a vu dans l'histoire du Québec des huguenots, donc des protestants, se voir refuser l'accès aux écoles catholiques et devoir fréquenter les écoles anglaises.

In my riding, I have a lot of immigrants from the Near East and the Middle East. This would mean the Maghrib, Algeria mostly, and then Egypt, Lebanon, Syria, Turkey, Iran, Iraq, and so on. That brings in another problem, and that is the problem of religion and its role in society and its role in schools and in Canada. I think it is the same in your country. We tended, until fairly recently, to have lay institutions that were free of any slant toward one religion or another. But there have been demands from various religious groups--not only from the Muslims, but it does include Muslims--to be able to keep a certain number of their customs within these non-religious institutions.

When we meet francophones from Edmonton, Vancouver or Toronto, in particular, the fact is we see far fewer White Catholics from the St. Lawrence Valley among them. There are lots of people from around the world who live in Toronto and are part of the francophone community, because they're from an African country or North Africa where French is spoken. For the francophone communities, this is an important issue, because they would like immigrants to learn French and understand that it is possible to live one's life in French in Canada.

I'm looking at the statistics. Except for those from European countries such as France and Belgium, obviously, there are Francophones in the countries of North African and the Middle East, particularly in Lebanon, which I have some knowledge of, and I find that those who apply to come to Canada face endless delays. So what they do--I know a few of them--is that, when they have family outside Quebec, they register to obtain a Certificat de sélection du Québec, a CSQ. So I believe we want to attract a lot more Francophones--there's no doubt about that--but, when they know there's a three-year waiting period, they give up. I know of law firms that know people outside Quebec who want to come here, to Canada. But when they see that it takes three years, they give up. So if we want to favour Francophones, the pool of countries for recruiting them is not as large as for Anglophones. We Francophones are limited in numbers. So the task should be made easier for them and a way should be found to be more productive; a way should be found to tell foreign Francophones that there's a country for them called Canada and that they will not have to wait three years.

In the Maghreb, for example, some promotional activities have great potential to attract students to institutions located in minority francophone communities, including Study in Canada fairs organized by Canadian missions in Tunisia and Morocco. These fairs lasted two or three days and attracted 1,500 and 2,500 visitors. In francophone Africa, in January 2010, Canadian missions in Senegal, Mali, Cameroon and Ivory Coast also held Study in Canada Recruitment fairs, attracting between 1,000 and 2,000 visitors each. In October 2010, there will be Study in Canada fairs in Morocco, Tunisia, Egypt and Lebanon as part of a greater tour of the Middle East and North Africa. In February 2011, there will also be a Study in Canada tour in Senegal, Mali, Cameroon and the Ivory Coast.
