The similar circumstances in which all these mortalities occurred indicate that they are related to a single cause. Low concentrations of heavy metals and organochlorines in tissues of individuals examined indicate that a long term bioaccumulation of contaminants is unlikely to have caused the observed mortalities. Mortalities resulting from epizootics, dismissed fisheries catches, or an acute intoxication caused by the presence of pollutants or toxic phytoplanktonic algae are all possible, although the observed events are not typical of such mortality causes. All mortalities were observed during the same phase of the tidal cycle, indicating a possible link with physicochemical and hydrodynamic conditions in the area of baie des Ha! Ha!. Redfish mortalities thus could have resulted from an anoxic, osmotic or thermal stress caused by increased local water mass movements during spring tides. Unusually cold summer conditions in the deep water mass of the baie des Ha! Ha! area, following particularly severe winters in 1993 and 1994, then would have induced the observed mortalities. However, additional information on the environmental conditions in which redfish mortalities occur, the characteristics and health status of affected individuals, as well as on the tolerance and acclimation limits of redfish to low temperature, is needed in order to determine with certainty their exact cause of mortality.

Once these are properly taken into account the survival and success of the economies of the Eastern Caribbean within the global economic environment would be made less uncertain than has been the case in the past and is the case at present. Special and differential treatment must be securely anchored in all policy regimes which seek to ensure that the Eastern Caribbean participates in the process of globalisation. Effective participation of the economies in the global economy could be meaningful to us only in a context of special and differential treatment.

De tenerse en cuenta debidamente estas características, la supervivencia y el éxito de las economías del Caribe Oriental en el entorno económico mundial resultarían menos inciertos de lo que han sido anteriormente y de lo que son en la actualidad. Debe incorporarse con firmeza el trato especial y diferenciado a todos los regímenes de política que se propongan garantizar que el Caribe Oriental participa en el proceso de mundialización. La participación efectiva de las economías en la economía mundial sólo puede resultarnos valiosa en el marco del trato especial y diferenciado.

Le 15 novembre 2000, le New York Times a publié un éditorial sur la question qui a été reproduit dans l’International Herald Tribune, où il était indiqué ce qui suit: « Chaque année, des milliers de femmes sont assassinées dans le monde par leur père ou leurs frères pour des actes qui sont considé- rés comme portant atteinte à l’honneur de la famille, notamment l’adultère, le refus d’é- pouser une personne choisie par les parents, le fait d’être vues en public avec un homme ou d’être victimes de viol – un crime qui encore aux yeux de nombreuses personnes ne pourrait avoir eu lieu sans le consentement de la victime. Un enquêteur spécial des Nations Unies a énuméré cette année 12 pays au sujet desquels il a reçu des informations faisant état de crimes d’honneur, au Moyen-Orient, en Asie du Sud, en Europe, en Amérique latine et en Afrique. »

Entre 1996 y 2000, la experta independiente encargada de examinar la situación de los dere- chos humanos en Somalia rindió cuentas de las violaciones cometidas por los señores de la guerra y los dirigentes de las milicias en ese país. También se refirió a las medidas tomadas por los organismos de las Naciones Unidas en ausencia de un gobierno central en Somalia. Dedicó la mayor parte de su informe de 1998 a alegaciones de violación a manos de las tropas internacionales dentro del país. Un mayor número de mandatos ahora se refiere a instituciones internacionales. Algunos, en particular los relativos al desarrollo y al ajuste estructural y la deuda externa, tienen el propósito de tomar en consideración las repercusiones de las políticas de las instituciones financieras como el Banco Mundial y el Fondo Monetario Internacional en los derechos humanos. Su valor radica en promover el debate de estas cuestiones.

Jamaica is lucky to be able to boast both, however, and now, when it seemed that there could be no better ending to this story, the recent legalisation of cannabis for religious and medicinal ends has put the cherry on the cake.

Jetzt allerdings hat man als Sahnehäubchen endlich auch Cannabis zu religiösen und medizinischen Zwecken legalisiert.

Jamaica heeft het grote geluk dat het zich kan beroemen op beide en net toen het leek dat het sprookje geen mooier slot had kunnen hebben, vormde de recente legalisering van cannabis voor religieus en medicinaal gebruik de kers op de taart.
