The first one was framework versus a national energy strategy with set or determined values embedded in it. Our view, which runs through the presentation, is that the track record of the former national energy policy as a value-determined strategy speaks for itself. It's not some place we want to go back to. We think markets do a much better job of allocating resources appropriately. No, we do not see a framework in the sense of a deterministic strategy. We see a framework in terms of an articulated set of government policies, and understanding those and then fine-tuning them to optimize investment conditions to ensure that markets are allowed to work well.

I guess what we're saying is that there may be some significant activity that's taking place between the federal government and the provinces, there may be some arrangements or some contractual arrangements, but we're not privy to the decisions. The reason for our presentation is that we'd like to have an element of transparency so that we would know that there were significant federal dollars going into Nova Scotia to support French second language funding.

We could very well cite the role we play with the CSST, on worker health and safety, and the role we play in the francization of businesses. Under the Quebec legislation, we have a recognized role on the corporate francization committees. We have a role to play on the corporate health and safety committees. This is also what we suggest in our presentation, that the unions be led to play an active role with active measures. It must be ensured that the active measures are in place and that they are complied with within businesses. So that would be a fairly easy role for us to play because we are familiar with that role since we are in the business.
