Speaking at the contract signings, Chief Executive of the BAI, Michael O’Keeffe, said: “Community radio plays an important role in facilitating active citizenship and in promoting access and participation by members of a community in a radio service that is representative of their interests and needs.  Community and community of interest radio services have been an integral part of the Irish media landscape for the past twenty years.  Today’s contract signings mark the continued commitment of each of the contractors and of the BAI to community radio in Ireland.  I would like to wish the services continued success over the term of their new licences.”

Under Section 26 (1) (a) of the Broadcasting Act 2009, the BAI is required to prepare a strategy for the provision of broadcasting services in the State that are additional to those provided by RTE and TG4. The current Broadcasting Services Strategy was published in 2012, following a public consultation, and outlines the BAI’s proposed approach to, and a framework for, the licencing of additional services. The media environment has changed significantly since 2012. In addition, the BAI has published a Strategy Statement for the period 2017-2019.  A key deliverable of this Statement is “to develop and implement a revised Broadcasting Services Strategy that continues to facilitate dynamic licencing policies and plans and promotes quality programming and supports creativity and innovation in the Irish audio-visual sector and across all BAI activities”.

The difficult market conditions in the radio broadcasting sector which have particularly impacted upon newer broadcasting services licensed by the Authority over the past 10 years. These market conditions have been created by a more competitive environment for national advertising revenues, substantial changes in media consumption patterns and uncertainties resulting from the outcome of the Brexit Referendum. In this environment, the Authority is formulating a new Licensing Plan for the 2018/2019 years which is likely to impact upon the structure of future broadcasting services to be provided in the North East and Midlands franchise area.

Chief Executive of the BAI, Michael O’Keeffe said: “Promoting a plurality of voices, viewpoints, outlets and sources in Irish media is central to the BAI’s Mission, as set out in our new Strategy Statement 2017-2019. Contemporary research on how audiences are interacting with the array of news outlets and sources available today supports the objectives and outcomes from that Mission. In this context, the Reuters Digital News research project is a critical building block, both in terms of what it tells about the situation today, but perhaps more importantly, where we are heading. This research serves to recognise the complex challenges posed to traditional media by the growth of digital offerings.”

As part of the process of revising the current strategy, the BAI commissioned a report on market structures, dynamics and developments in Irish media. Produced by research company Mediatique, the report is available on the BAI website here to help to inform those wishing to make submissions during the consultation process. The process will also draw on responses to the BAI’s call for submissions from parties interested in the provision of new FM analogue sound broadcasting services, which was issued in June 2017.

Advances in technology and the switchover to digital TV in 2012 have also provided new methods by which broadcasters can provide programming to the Irish viewing audience, which includes those who avail of access services. However, we must seek to build on what has been achieved to date.

The Broadcasting Authority of Ireland (BAI) has today (13.09.17) announced the signing of two ten-year contracts for sound broadcasting services. The services are for the existing Local Broad-Format radio service for Limerick City and County, Limerick’s Live 95FM, and a new community radio service for Kilkenny City and its Environs, Community Radio Kilkenny City.

The Broadcasting Authority of Ireland (BAI) has today (Tuesday 3rd July) announced the signing of three community and community of interest sound broadcasting contracts. The services comprise of community radio service Tipperary Mid-West Radio, serving South West Tipperary; Raidió Corca Baiscinn, serving South West Clare; and a community of interest service for the Christian community of Cork City, Life FM.

The revised Code will come into effect on 1st June 2017. It was developed by the BAI following a statutory review of the current Code and a public consultation on a revised draft.
