Mr. Alan Tonks (York South--Weston, Lib.): I saw an article just last week, and I'm trying to remember it, because it was sort of a subliminal intake. The Federation of Canadian Municipalities is concerned with the indirect implications on local bylaws as they regulate. I think the NAFTA agreement was called in as part of that. But I can't remember the details. It was on the business page, and Jack Layton was making some comments on behalf of the Federation of Canadian Municipalities. I'm going to have to go back and find out just what that was all about.

In 2011 we see this increase suddenly stop, and we're moving to what I would call a static growth model. That is, we try to maintain the current number of police officers and the service levels with more moderate increases in annual funding. It's about 3% now, which means, to some extent, no increases in the number of police officers, but because of salaries and benefit increases, it remains about 3% on an annual basis. That means we'll have flat growth despite increases in population, so the police per population ratio will decrease. This is actually very similar...and we may be in a period like the 1990s, when between the years 1990 and 2000, Canada saw an actual decrease in the total number of police officers—not much, but there was virtually no growth—and a significant decline in the per capita ratios.

In January of this year we had a 10-year-old girl. It was reported to us that she was on instant messaging and that a suspect who in fact indicated that he was 22 was sending sexually explicit images of himself to the child. In that same month, we had a 12-year-old girl who was exposed to an adult male masturbating when she opened up her Facebook account. In December 2010 we had a report involving an 11-year-old child who received an e-mail with images of an adult exposing his genitals in the image. And finally, we had a suspect contact a 12-year-old girl over MSN Messenger and expose himself to her on webcam while masturbating. This is simply a sample of what we've received over the last year as it relates to this.

I think the investments that the Growing Forward marketing programs have made are well spent. There has been a review of beef marketing investments from the beef check-off by John Cranfield from Guelph, who said that the benefit-to-cost ratio of marketing investments was 7.6:1, which is pretty good, but the returns for the research category of those check-off dollars was 46:1. I haven't seen anything that comes close to that in business risk management returns.

Frankly, as a matter of conscience, I can't responsibly vote with respect to the amendment or the original motion without at an absolute minimum having seen this expert group's report. I have every confidence in the veracity of what you've said, Mr. Chair, that this report has been available since March 6. That may well be, but I haven't seen it. It may be that the report itself will clearly describe the circumstances that led to the report being issued. In the absence of actually seeing this report, I can't responsibly vote on the motion or the amendment to the motion.

I'd also like to comment on a couple of other things if it's okay. I found Bill C-18 to be very interesting. I think the country has to be protected. I've never seen a policeman treat a refugee in the same way as he has been hurt and badly affected in the old country. When they come here, they still have that paranoia, which nobody can see. I remember a guy who went to school with me and his reaction when he saw a police car. I never think about them because they have been hospitable, friendly, and all that, which doesn't happen in other places. They treated me with dignity, and I never took them as an enemy. I took them as a friend. But this guy was jailed without doing anything, and every time he saw a police car, he was paranoid about it. But now he is okay.

I believe you have had an opportunity to peruse the 2001- 2002 Report on Plans and Priorities of Canada Economic Development. As you know, we have developed two programs which currently work very well: IDEA-SME and RSI. These two programs represents our main avenues of intervention. We have also implemented other special initiatives, including of course the Community Futures Development Corporation Program and others which enable us to intervene in a timely manner in certain regions.

This year we saw a failure. I accept Ms. Chevrier's assessment on that. The failure is probably caused by the change in the rules. An element was added in the decision-making rules, and Sandra can describe it better than I can, but it gives more weight to the decisions of broadcasters. They already have a choice, and have to make a decision because they have to order a program. That's the starting point. The licence they pay to producers is the dominant factor in the assessment grid. Moreover, the broadcasters' priority framework is added as part of the point system. I fully accept that Ms. Chevrier recognized immediately that that would have a specific impact on minority community production. She was right.

I saw a newspaper article in which, before Mr. Harper left for Europe to get the discussions started, an anonymous government source told the reporter not to worry about supply management. I think that message is for those of you who are in areas governed by supply management. The source said that the tone of the discussions would not be like that, that it would be protected. When an anonymous source tells me not to worry before anything happens, I hear alarm bells. That is precisely when I do worry. I see that you are confirming my fears in a way. We see it in the “Joint Report on the EU-Canada Scoping Exercise”, as it is called, dated March 5, 2009. So we are dealing with very preliminary discussions between Canada and the European Union.

Mr. James Mitchell: I agree 1000% with what you've just said, sir. I and many other people welcome the creation of this committee, for example, because it does provide a parliamentary forum where these kinds of issues can be debated, considered, given prominence, put in the newspaper, and all that sort of thing. I don't mind telling you that over many years people like me, who've worked on public service issues in various dimensions, have been disappointed that there's not been greater public attention, greater public interest, often greater political interest, often greater parliamentary interest in these matters. So when this committee was created, a lot of people said, that's terrific, because it's a sign of parliamentary attention to something that is very important. So I couldn't agree more.

We saw an example in the U.K.—I think this was mentioned earlier—where there had been these 43 police services. All of them had their own IT systems that didn't always match up. When faced with 20% cuts, they realized that while they didn't necessarily want to have a national IT system—although that may be the direction they ultimately head towards—they certainly said they would look at neighbouring counties and align their IT systems with them, because they're often involved in joint operations with them. They felt they could realize cost savings by having one administrator of their IT system, which would be a shared service between those two counties.
