Madam Chair and members of the Standing Committee on Canadian Heritage, we thank the standing committee for this opportunity to comment on private member’s Bill C-333, the poorly named Chinese Canadian Recognition and Redress Act. It's poorly named because it is not an acceptable redress for many Lo Wah Kiu--old overseas Chinese--head-tax payers, spouses, and descendants.

Madame la présidente et membres du Comité permanent du patrimoine canadien, nous remercions le comité de nous donner l'occasion de présenter des observations sur le projet de loi d'initiative parlementaire C-333, la bien mal nommée Loi de reconnaissance et de réparation à l'égard des Canadiens d'origine chinoise. Cet intitulé est mal choisi parce que les réparations mentionnées sont inacceptables pour de nombreux Lo Wah Kiu — comme on appelait les vieux Chinois d'outre-mer — qui ont dû payer la taxe d'entrée, ainsi que pour leurs conjoints et descendants. Toutefois, le projet de loi C-333 pourrait constituer un premier pas vers une réparation juste et honorable. Soit il faut en changer le titre soit il faut le modifier pour offrir une reconnaissance et une restitution directe, dans la mesure du possible, aux payeurs de la taxe d'entrée survivants, à leurs conjoints et à leurs successions.
