Bert van Wee explains what makes DCA important. ‘Technological innovation, economic causes, globalisation and liberalisation are giving rise to rapid expansion in the European airline business. The considerable economic importance of the expansion of air-traffic is widely recognised, but there is also much concern about the possible negative consequences for the environment and safety. The problems are difficult to solve, because the sector exhibits all the properties of a multi-actor system: many parties have wide-ranging interests and no single actor has the power or the resources to tackle the obstacles alone. Therefore, air transport can develop successfully only if a healthy balance can be found.’
