So in each of those provinces we have an understanding in the agreement itself, an obligation, for the province to provide data, and that data is to be reported to Parliament and then sent to the committee.

Neither Canada nor any other country has raised the issue of culture, even if some related matters may have been discussed in one group or another. If the officials at the Department of Fisheries and Oceans have been given the mandate to coordinate the entire national plan, I think that we can ask them to provide us with a list of all the zones that have been established, whether they be MPAs or PIZs—there are all kinds of zones—including marine parks that were dealt with in a bill tabled in the House by Ms. Copps. I can't remember whether in fact this bill was actually passed, and I find it funny that it was introduced by the Department of Canadian Heritage.

From a U.S. military perspective, the Striker worked very effectively in circumstances throughout Iraq. At the same time, no vehicle is completely invulnerable to attack, whether it be by RPGs...because the enemy that we face in the current turbulent world is an enemy who learns and is very cunning and is able to adapt and use different techniques in order to be successful in attacks against us. So every vehicle is vulnerable, whether that be a simple jeep or a full main battle tank. That was the experience in Iraq.

That's somewhat what we explained earlier. Child care services are not just for well-to-do families; they are for all Quebec families, including low-income families. Earlier we said that there are additional support measures apart from child care services. For example, the child support program, which we talked about, provides family allowances for all Quebec families. There's also what I would call a more targeted measure for low-income single-parent families. Those families with incomes of less than $30,000, for example, actually enjoy very generous family allowances through the child support program. That's what there's been in the past two years. If parents need to put their children in child care, the child support program enables them to participate more effectively in the labour market.

For instance, article 6 provides that each state party consider implementing measures to assist in a victim's recovery, including access to medical, psychological, material assistance, housing, employment, and educational and training opportunities. Canada should provide this comprehensive assistance to victims, and it currently falls short in its legislation and funding, as my colleague has pointed out.

But you could see the reactions, including those of members of Parliament, regarding many other government initiatives that fell within the grey zone. In the case of the agency, which does fall within the grey zone, the result was that we changed its structure to bring it closer to the government, for the reasons that you mentioned.

Volunteers have shown through programs such as the adopt-a-stream program the value of the rehabilitation of habitat. Over the years, hatcheries across the region, including the Margaree hatchery, have shown that stock enhancement does work. With a renewed but limited enhancement program, the numbers of fish returning to the Margaree have shown a marked increase in the past couple of years; this is in conjunction with a considerable amount of habitat work being done. Although some have credited the increase to the Greenland closure, many other rivers have notseen increases as a result of the closure of Greenland.
