Sa commune d’origine, Winterthur, qui est tout de même la sixième plus grande ville suisse, s’est également ralliée de façon surprenante le 19/3/2014 à la demande d’un projet pilote de distribution légale au niveau local. Dernier point, mais non le moindre : dans le Tessin, l’association « Associazione Cannabis Ricreativa Ticino » a récemment déposé une proposition au parlement cantonal. La commission sous la responsabilité de Thomas Kesseler fait actuellement élaborer un modèle réglementaire pour la distribution légale de cannabis, qui doit être présenté en mai. Kesseler était lui-même membre de la commission jusqu’à fin 2013 et travaille à présent comme directeur du développement urbain de la ville de Bâle. Le groupe de projet assure que le modèle est compatible avec le droit suisse et international en vigueur.

Zijn geboortestad, Winterthur, de op vijf na grootste stad van het land, sloot zich op 19 maar 2014 verrassend genoeg ook aan bij gereguleerde verkoop op plaatselijk niveau. En, last but not least, heeft in Ticino de Associazione Cannabis Ricreativa Ticino onlangs een soortgelijk voorstel in het kantonale parlement gedaan. Op dit moment laat de commissie, onder bevoegdheid van Thomas Kesseler, een reguleringsmodel voor legale cannabisverkoop uitwerken, dat in mei gepresenteerd wordt. Kesseler was tot eind 2013 zelf lid van de commissie en werkte in die tijd als stadsplanoloog bij de stad Basel. De projectgroep zegt dat het model beslist niet in strijd zal zijn met het geldende Zwitserse of internationale recht.
