Patentes e direitos autorais com um alcance bizarro são apenas muitas das desculpas usadas para supressão de publicação em alguns países. Para resolver esse problema de forma satisfatória, todos os casos sobre a legalidade de distribuir ou transmitir uma informação particular deveriam ser excluídos de globalização sob o tratado, e somente o país onde o distribuidor ou transmissor opera deveria ter jurisdição sobre o mesmo.
