Përfundimisht Gjykata vendosi ta pranojë garancinë e ofruar. Për dallim nga garancitë për të akuzuarit e tjerë (të cilat siç shihet janë në lartësi më të ulët) dhe u pranuan nga këshilli gjyqësor, vlera e garancisë për të akuzuarin e parë është në mos përputhje të dukshme, gjë e cila flet për trajtim të pa barabartë nga ana e Gjykatës ndaj të akuzuarëve në procedurën.

Finally the Court decided to accept the offered bail. Unlike the bails for the other defendants (which were with evidently smaller risk and were accepted by the Criminal Council), the value of the bail for the first defendant was visibly disproportional indicating unequal treatment of the defendants in the proceedings by the Court.

This said, I want to make clear that we have a very great potential – we know this, and you know this. You know it and you have it, we only know it - provided that we take out of the grey hole of unlawfulness the money that belongs to people. Through this process, which is a radical operation process and which will be very painful for those who are not ready yet to comply with the framework of the economic law order, our common goal is to heal together a situation where those engaged in a business activity have the freedom and the guarantee that they will receive thanks to a real competition what they deserve because of their ideas, money and will, and won’t have to fight against ghosts playing any kind of tricks, or against the criminal collaboration of tax and customs evaders.

Albania has made important steps towards the improvement of domestic energy situation and the inclusion into regional important projects. Thus, in order to stimulate the construction of hydropower plants, with an installed capacity up to 15 MW, the Government has extended the assurances that the energy produced from them will be sold to KESH, at a price 10% higher than the average price of the previous year. As a direct outcome of this favorable policy, there are signed nearly 100 Concessionary Contracts for the construction of about 270 hydropower plants with an installed capacity of nearly 1000 MW. There are near 36 hydropower plants under construction and many others are in the stage of obtaining the financing. There is no tax applied today for the use of water or any rent over the sources as a public property. The fiscal legislation for HEP is very favorable. Given the needs and the world financial crisis, a greater engagement by international banking institutions, as EBRD, the World Bank, and IFC for the financing of these projects is welcomed.
