Të mendësisë se vajtja në universitet nuk ka lidhje as me meritën, as me rezultatet, as me konkurrencën, por është një e drejte e fituar që shteti duhet t’ia njohë të gjithëve, edhe sikur të gjithë të flenë gjumë.
While the system is being implemented today, it is being contested just like every innovation being implemented for the first time, but also as a result of an inertia of mentality which in fact is the greatest enemy of a country's development through competition and merit. The mentality according to which attending university has nothing to do with merit or competition, but it is an acquired right which the state must recognize to everyone, even though they are all asleep. This cannot be the case and it will not be the case anymore.

Universiteti pranon faktin se anëtarët e stafit janë burimi kyç dhe ka për qëllim të njohë arritjet, të përkrah zhvillimin e vazhdueshëm dhe të menaxhoj performancën individuale dhe të përgjithshme. Prandaj, operon procesin e vlerësimit vjetor si për stafin akademik dhe administrativ, hap ky që i përmbush këto synime dhe jep informacion për proceset e rinovimit të kontratës dhe për promovim.
The University recognises that staff are a key resource and aims to acknowledge achievement, support continuous development and manage individual and overall performance. Therefore, there is an annual process of evaluation for both academic and administrative staff which meets these aims and provides information for the processes of contract renewal and promotion. The procedure utilises other evaluative mechanisms and evidence, for example, success data, teaching observation and student evaluation. It also links to other HR policies such as Disciplinary and Competency. Also, part of the evaluation is an assessment of compliance with the Universities’ policies and procedures.  The criteria are set out in the Human Resource Strategy and completion of this evaluation is obligatory.
