In the Hungarian legal system, one of the constitutional repositories of referendums is the National Election Committee. The booklet contains the resolutions adopted by the National Election Committee in the period between 20 November 1998 and 7 July 1999 on national referendums initiated pertaining to the reinstatement of death penalty, the direct election of the President of the Republic, the reinstatement of kingdom as a type of state; the rulings of the Constitutional Court on reserves submitted against the NEC’s decisions; the provisions of the Constitution with regard to referendums; and, Act III of 1998 on National Referendums and Popular Initiatives.

The constitutional treaty proposed by the Convention does not envisage any change in the procedure for the European elections. These elections must of course be based on direct universal suffrage in free and secret ballot and allow the European citizens to elect their representatives for a term of five years. In Article III-232 the Convention maintains the legal basis, stipulating that the European elections must be organised in accordance with a uniform procedure in all Member States. This article specifies that a law or framework law must establish the necessary measures for compliance with this requirement.

Founded as the Christian Democrat Group on 23 June 1953 as a fraction in the Common Assembly of the European Coal and Steel Community, the Group changed its name to the 'Group of the European People's Party' (Christian-Democratic Group) in July 1979, just after the first direct elections to the European Parliament, and to 'Group of the European People's Party (Christian Democrats) and European Democrats' in July 1999. After the European elections in 2009, the Group went back to its roots as the 'Group of the European People's Party (Christian Democrats)'. It has always played a leading role in the construction of Europe.
