وأخيراً تم تكريس قدر كبير من الوقت للمشكلة المحدّدة المتمثّلة في الامتثال للقانون الدولي الإنساني من قِبَل أطراف النزاعات المسلّحة غير الدولية. أشار المشاركون إلى أن الدول والمجموعات المسلّحة يمكن أن تصبح أكثر عرضة للمساءلة بشأن التزاماتها المتعلقة بالقانون الدولي الإنساني وذلك عبر انتهاج سبل عدة من بينها تشجيع الاتفاقات الخاصة بين الدول والمجموعات المسلّحة كتلك الاتفاقات المشار إليها في المادة الثالثة المشتركة بين اتفاقيات جنيف. كما اقتُرح أيضاً تشجيع المجموعات المسلّحة على إصدار وإيداع إعلانات أحادية الجانب تفيد تقيدها بالامتثال للقانون الدولي الإنساني إضافة إلى اعتماد قواعد داخلية للسلوك بشأن احترام القانون الدولي الإنساني.
