ومن بين الأسباب غير المباشرة التي تفسر زيادة الأعمال الإنسانية, ثمة ثلاثة أسباب يبدو أنها ذات صلة خاصة بالموضوع.  أولا, عدد كبير من البلدان منهمكة في عملية الانتقال إلى النظم الديمقراطية والنظم الموجهة إلى الأسواق, وهي عملية تصاحبها عموما الكثير من المصاعب, خاصة بالنسبة للأطفال والشباب والنساء وكبار السن.  وقد كانت العملية الانتقالية في بعض البلدان, وما تزال , مصحوبة بعنف داخلي.  ثانيا, هناك عدة بلدان هيكلها السياسي والاقتصادي والاجتماعي المؤسسي إما ضعيف أو لا وجود له.  ثالثا, هناك نظم حكم سقطت, وعادة ما يسير الاضطراب الناتج جنبا إلى جنب والعنف.  ويشير التقدير الاستقرائي للبيانات المتاحة إلى أن العنف الداخلي والكوارث الطبيعية ستظل تلاحقنا, ومن ال محتمل أن تزيد.  كذلك لا يمكن استبعاد انهيار المزيد من الأنظمة السياسية وأن عدد البلدان الضعيفة أو المنهارة سيزداد, وأنه مع التأثير الإضافي للكوارث الطبيعية , فإن تلك الدول ستسير في خطى بلدان مثل سيراليون.

Saeb Erekat, a member of the PLO Executive Committee, said that the PA leadership had presented the possibility of abolishing the Oslo Accords as one of the options for dealing with the dead end reached by the peace process at a conference held in Ramallah last weekend. According to Erekat, an in-depth discussion of the issue will begin after the U.N. membership bid is submitted on September 27 (Chinese News Agency in Arabic, September 18, 2012).
