تواجه البلدان في مختلف أرجاء المعمورة تحديات جديدة تهدد بتقويض المكاسب التي تحققت في مجال الإنصاف في العقود الماضية. ويهدد التفاوت في الدخل، على سبيل المثال، بانحراف التقدُّم المحرز في مكافحة الفقر عن مساره. وإحدى الطرق لمعالجة التفاوت في الدخل وإطلاق الفرص الاقتصادية هي إدخال الأفراد "المحرومين من الخدمات المصرفية" في النظام المالي الرسمي الخاضع للوائح التنظيمية. ويسمح الحصول على الخدمات المالية بأن يقوم الناس بالبدء في إنشاء مؤسسات أعمال وتوسيعها، والاستثمار في التعليم، وإدارة المخاطر، وتحمُّل الصدمات المالية. وفي نيجيريا على سبيل المثال، يسمح نظام جديد للتسجيل عبر الإنترنت بأن تحصل مؤسسات الأعمال متناهية الصغر والصغيرة والمتوسطة على قروض مقابل أصول، مثل الآلات والماشية والمخزون، بدلاً من الأصول التقليدية المتمثلة في الأراضي والمباني. وفي أفغانستان، يقوم مشروع تموله المؤسسة الدولية للتنمية بمساعدة الأسر المعيشية الفقيرة على تحسين أوضاعها المعيشية من خلال تزويدها بالماشية والتدريب اللازم لتحقيق دخل يلبي احتياجاتها الأساسية. ويهدف هذا المشروع إلى تخريج المشاركين من برامج شبكات الأمان إلى أنشطة كسب الدخل وربطهم ببرامج التمويل الأصغر.
