Canada funded a comprehensive prison reform project, a program that builds the capacity of the Southern Sudan Land Commission to regulate and protect land ownership and tenure, and capacity-building for the Southern Sudan Demining Authority to assume coordination of mine action for all of South Sudan. At the community level, Canada is helping residents work with their local government to identify and address sources of insecurity, for example by establishing and equipping Livestock Patrol Units.

واستنادا الى القول بأن التنظيم الذاتى للفقراء على مستوى المجتمع المحلى يتصدى للعجز باعتباره المصدر الرئيسي للفقر، (برنامج الأمم المتحدة الانمائى، 2000)، كانت هذه التجمعات تهدف لا الى فتح المجالات أمام المجتمعات القاعدية لابداء اهتماماتها واقتراحاتها بشأن الأمن الغذائى وسبل المعيشة المستدامة فحسب، بل ودفع التعبئة الاجتماعية الى الأمام لتحقيق الحكم الرشيد وتطبيق الديمقراطية على المستويين المحلى والقطرى. ويمكن قياس نجاح المشروع لا من حيث ما وضعه من حلول للمشكلات العويصة الخاصة بانعدام الأمن الغذائى بل من حيث حجم اشراك وتعبئة المجتمع المحلى لحل ما رأى بأنه يشكل احتياجاته الرئيسية. ومن الأمثلة على ذلك انشاء اللجنة القومية للأمن الغذائى نتيجة للحلقة الدراسية العملية التى عقدت فى نيودلهي (26-27/6/2000) والتى تهدف الى تعزيز الصلات بين القطاعات والاقتصاد الكلى، وزيادة فرصة السكان فى صنع القرار بغرض تعزيز الأمن الغذائى وسبل المعيشة المستدامة.

عندما يتعلق الأمر بمكافحة التطرف العنيف، نجد أن هناك مشكلتين إحداهما تصورية والأخرى هيكلية. وتشمل المشكلة التصورية تحديد من سيكون قادراً - بشكل مريح في حدود القانون - على إحداث طفرة ملحوظة بحيث يمكن مجابهة المتطرفين الذين يلجأون للعنف في وقت مبكر، بدلاً من الانتظار إلى حين اعتناقهم للفكر المتطرف والتفكير في ارتكاب أعمال عنف. ومن جانبهم فإن "مكتب التحقيقات الفيدرالي" ووكالات إنفاذ القانون الفدرالية غير مجهزين للانخراط في مثل تلك المشاركة المبكرة. ولا ترغب أي وكالة فدرالية في أن يُنظَر إليها على أنها شُرطة للتحكم في الأفكار، كما أن مسؤوليها ليسوا مدربين على أن يكونوا أخصائيين اجتماعيين. وبالإضافة إلى ذلك، فإن ثمة تحدٍ مركزي يتعلق بكيفية تحديد الأفكار التي تدفع الأشخاص إلى التطرف العنيف بدلاً من التركيز على دين معين. وهذا النوع من التفكير يجب كذلك أن يضع في الاعتبار العوامل الاجتماعية والثقافية التي قد تؤثر على حساسية تعرض الشخص للأفكار المتطرفة.
