مدينة الكويت، 28 مايو 2018 - في إطار سعي الهيئة لتطبيق أحكام القانون رقم 7 لسنة 2010 ولائحته التنفيذية وتعديلاتهما ومختلف قراراتها وتعليماتها ووضع قواعد الرقابة والتنظيم في نشاط الأوراق المالية، وتوفير نظام لحماية المتعاملين في نشاط الأوراق المالية ضمن الهيكل النهائي المستهدف لكيانات البنية التحتية لسوق المال في دولة الكويت، فقد قامت الهيئة بإصدار القرار رقم 69 لسنة 2018 بشأن تعديل اللائحة التنفيذية للقانون رقم (7) لسنة 2010 بشأن إنشاء هيئة أسواق المال وتنظيم نشاط الأوراق المالية وتعديلاته بشأن تطوير البنى التحتية لنظام ما بعد التداول. والذي يختص بأحد أهم المشاريع التي تضم تغييرات مفصلية لمنظومة عمل السوق والهادفة إلى تطوير مشروع نظام ما بعد التداول والذي تم تعديل مسماه إلى مشروع تطوير السوق، حيث قررت الهيئة تجزئة مراحل تنفيذه لعدة مراحل لتسهيل انتقال السوق للعمل بهذه التغييرات الجوهرية. وقد استندت الهيئة في تغييراتها على مبادئ البنية التحتية للسوق المالي -Principles for Financial Market Infrastructures – PFMI والصادرة عن لجنة المدفوعات والتسويات المكونة من كل من المنظمة الدولية لهيئات أسواق المال وبنك التسويات الدولي، بالإضافة إلى المعايير الدولية التي تضعها مؤسسات تصنيف الأسواق وغيرها من المبادئ والممارسات التي من شأنها الإسهام بتطوير السوق. حيث يضم ذلك القرار سلسة من التغييرات في اللائحة التنفيذية والتي يمكن تلخيصها بالتالي:
