This is every bit as acute an issue as the much more widely recognized Alawite one; the Kurds are about the same percentage of Syria's total population, and many millions more Kurds in Iraq and Turkey make the involvement of Syria's neighbors much more likely. At a minimum, working with Turkey, the KRG, and others, the United States should strive to avert violent Turkish-Kurdish or Arab-Kurdish conflict in Syria or on its borders.

وفي الرؤية مستقبلاً ينبغي أن يركز العون الأمريكي - حول التخطيط نحو الانتقال لفترة ما بعد الأسد - على تفادي الصراعات بين المطالب والتطلعات السياسية الكردية والعربية داخل سوريا. ويُعتبر هذا الموضوع خطراً ومهماً بنفس قدر خطورة وأهمية مسألة الأقلية العلوية التي تتمتع بالفعل باعتراف أكبر بكثير، لا سيما وأن الأكراد يمثلون نفس النسبة المئوية تقريباً بين سكان سوريا بالإضافة إلى أن هناك عدة ملايين من الأكراد في العراق وتركيا مما يجعل انخراط جيران سوريا أمراً محتملاً جداً. وعلى الأقل فمن خلال العمل مع تركيا و"حكومة إقليم كردستان" وغيرهما ينبغي أن تجاهد الولايات المتحدة من أجل تفادي وقوع صراع تركي كردي أو عربي كردي في سوريا أو على حدودها. وفي الوقت ذاته، ورغم نفوذها الأكثر محدودية ينبغي على الولايات المتحدة أن تحث بغداد على التصدي بقوة أكبر لإيران والتصالح مع "حكومة إقليم كردستان" والتخلي عن دعم نظام الأسد.
