واليوم تعاني المبادرتان من عدم الوضوح الاستراتيجي داخل أروقة الناتو وباتت أهداف الحلف غير واضحة المعالم في منطقة الشرق الأوسط الكبير في ظل وجود آليات تفتقر إلى الاستراتيجية أو الرؤية الشاملة. وهناك دول في منطقة الشرق الأوسط الكبير تسعى إلى تعزيز علاقاتها مع الناتو ولكن الحلف يعيق ذلك. وتتصدر إسرائيل قائمة هذه الدول إلى جانب بعض الدول المتوسطية الأخرى وبعض دول مجلس التعاون. وهنا أيضاً لا يستطيع الناتو استغلال هذه الفرص الاستراتيجية بسبب عدم وجود استراتيجية ورؤية غربية مشتركة وواسعة.
