ويجب أن يكون لدى أخصائي الحفظ معايير للأداء تقوم على المعايير القومية أو العالمية و/ أو متطلبات الأداء المحددة الخاصة بالمكتبة. فمثلا عند الفحص الدوري لمتطلبات التغليف، يجب أن يتم تحديد تصميم الغلاف تفصيلياً من قِبَل أخصائي الحفظ بناءً على أنماط الاستخدام، والوضع على الأرفف، وأوضاع التخزين، ومتطلبات مدة الخدمة. ومن الواجب تدوين ذلك في وثيقة عقد مسبقة أو طلب عرض (RFP). ويتم تقديم طلب العرض (RFP) إلى شركة البيع المفترض أن يتم التعامل معها، وفي حالة موافقة الشركة على تنفيذ العمل طبقاً لطلب العرض، يتم بعد ذلك كتابة عقد تقديم خدمات بين الطرفين. ويجب إجراء العملية داخلياً,عند عدم وجود شركات بيع في المنطقة قادرة أو راغبة في الاستجابة لطلب العرض.
