(3) As regards States which deposit their instruments of ratification subsequently to the deposit of the second such instrument of ratification as is mentioned in the preceding paragraph, this Act shall enter into force upon expiration of a period of one month from the date of dispatch by the Government of the Swiss Confederation to the contracting States of the notification of the deposit of the instrument of ratification concerned.

34-   ولتجنب إعادة إيذاء ضحايا التعذيب وسوء المعاملة ووصمهم، تنطبق أيضاً أنواع الحماية المبينة في الفقرة السابقة على أي شخص مهمش أو مستضعف بسبب انتمائه إلى هويات أو مجموعات مماثلة للنماذج المبينة في إطار مبدأ عدم التمييز في الفقرة 32. وفي الإجراءات القضائية وغير القضائية، يجب توخي الحساسية تجاه أي شخص من هؤلاء. وعليه، تشير اللجنة إلى أنه يجب أن يتلقى العاملون في الجهاز القضائي تدريباً خاصاً على مختلف آثار التعذيب وسوء المعاملة، بما في ذلك آثارهما على الضحايا من المجموعات المهمشة والضعيفة، وكيفية توخي الحساسية تجاه ضحايا التعذيب وسوء المعاملة، بما يشمل ضربَي التمييز بسبب الجنس أو نوع الجنس، من أجل منع الإيذاء من الجديد والوصم.
