2. وأجرت الإمارات في ديسمبر/كانون أول انتخابات تمثيلية تشهدها الدولة منذ تأسيسها قبل ثلاثة عقود، وذلك لانتخاب نصف أعضاء المجلس الوطني الاتحادي، بعد أن كان يتم تعيين أعضائه الأربعين بالكامل. وقد اقتصر حق الاقتراع على 6688 ناخباً بينهم 1190 امرأة، تم اختيارهم من قبل حكام الإمارات بمضاعف تمثيل كل إمارة في المجلس ليشكلوا هيئة ناخبين يحق لأفرادها حصراً حق الترشيح والتصويت. وتقدم للترشيح لعضوية المجلس 438 مرشحاً بينهم 63 امرأة. أجريت الانتخابات على ثلاثة مراحل، بدأت الأولى يوم 16/12 في إمارتي أبو ظبي والفجيرة، حيث تنافس في أبو ظبي 99 مرشحاً بينهم 14 امرأة على أربعة مقاعد، وجرى التنافس في الفجيرة على مقعدين. وجاء بين الفائزين الأربعة في أبو ظبي امرأة. وجرت المرحلة الثانية من الانتخابات يوم 18/12 في إمارتي دبي ورأس الخيمة، وتنافس فيها 77 مرشحاً في دبي بينهم 15 امرأة على أربعة مقاعد، بينما تنافس في رأس الخيمة 80 مرشحاً بينهم 3 سيدات على ثلاثة مقاعد، وفشلت النساء في الحصول على أي مقعد. وجرت المرحلة الثالثة والأخيرة في 20/12 في إمارات الشارقة وعجمان وأم القوين، وتنافس في عجمان 24 مرشحاً بينهم امرأتان على 3 مقاعد، كما تنافس في الشارقة 97 مرشحاً بينهم 27 امرأة على مقعدين، وتنافس في أم القرين 26 مرشحاً بينهم امرأة واحدة. وفى أعقاب انتخاب الأعضاء العشرين الذين يمثلون نصف أعضاء المجلس الاتحادي، جرى تعيين النصف الآخر في المجلس وعددهم 20 عضواً من جانب حكام الإمارات.

تم تصميم مشروع التوسعة الضخم لمستشفى الملك فيصل التخصصي ومركز الأبحاث بجدة باعتباره توسعة أساسية لمجمع الروضة على أساس القيام بإعادة هيكلة كاملة للمرافق وامتلاك الأراضي ووضع خطة طويلة الأمد. ومن خلال المكرمة الملكية من خادم الحرمين الشريفين قد حاز مستشفى الملك فيصل التخصصي على فرصة تطوير وتوسيع المشروع الضخم على حوالي 2،000،000 متر مربع . وقد سمحت هذه الفرصة للتوسع في خدمات مستشفى الملك فيصل التخصصي بجدة فضلاً عن القدرة على تسكين الطاقم الطبي وأسرهم ضمن المجمع الطبي المحدد. وهناك فائدة كبيرة لمستشفى الملك فيصل التخصصي ألا وهي القدرة على وضع خطة رئيسية لمجمع من المستشفيات المتخصصة تضم 2000 سرير من خلال تطوير المركز الطبي لما يقارب 1080 من تلك الأسرَة للمرحلة الأولى.

9. كان الدافع وراء السعي إلى تحسين الظروف التي تشجع على توسيع التشاور داخل حلف الناتو قائماً قبل صدور "تقرير لجنة الحكماء الثلاثة" بفترة طويلة. فمنذ بدايات تأسيس هذا الحلف، ظلت الدول الأعضاء الصغيرة تشعر بندرة الاستماع إلى أصواتها أو الاهتمام بآرائها من قبل كبرى الدول الأعضاء. وفي الحقيقة، واجهت الدول الأوروبية الصغيرة خلال المحادثات التي سبقت توقيع معاهدة بروكسل لعام 1948 صعوبة كبيرة في الضغط على فرنسا وبريطانيا لتحقيق قدر أكبر من المساواة بين جميع الشركاء الأوروبيين بالمنظومة الأطلسية المزمع تأسيسها آنذاك. وعندما انطلقت المفاوضات الرامية لتأسيس حلف أطلسي في عام 1948، فرضت الولايات المتحدة آراءها في معظم المسائل الجوهرية ـ بدءاً بإقناع فرنسا وبريطانيا بالتخلي عن رفضهما عدم منح العضوية الكاملة لبعض الأعضاء الصغار، كالنرويج والبرتغال؛ وانتهاءً بانتزاع موافقة دول الحلف بعد توقيع معاهدة بروكسل على حق الدول الرئيسية الثلاث: فرنسا وبريطانيا والولايات المتحدة، في حسم القرارات الهامة داخل اللجنة العسكرية. ولم يكن من المفاجئ أن يجري التوقيع على معاهدة تأسيس حلف الناتو في واشنطن ـ وليس في برمودا كما اقترح البريطانيون، أو في باريس التي سبق لها أن شهدت إبرام العديد من المعاهدات الأوروبية ـ الأمريكية. ثم تدخلت إدارة الرئيس الأمريكي ترومان Truman في شبه الجزيرة الكورية من دون التشاور مع أيٍّ من حلفائها الأطلسيين. وعلى الرغم من هذا التصرف الانفرادي، توالى تعيين عسكريين أمريكيين في منصب القائد الأعلى لقوات حلف الناتو كنتيجة منطقية للهيمنة الأمريكية ـ وليس الأوروبية ـ على حلف شمالي الأطلسي. وقد تُعزى هذه الهيمنة إلى حقيقة أن الأوروبيين الغربيين كانوا في الخمسينيات بحاجة ماسة إلى الدعم الأمريكي لتطوير اقتصاداتهم، وإلى القوة العسكرية الأمريكية لمنع السوفيات من غزو بلادهم، مما دفعهم إلى القبول بدور محدود قياساً إلى الدور الأمريكي. في الوقت نفسه، كانت الدول الأوروبية الغربية الصغيرة بحلف الناتو مستاءة من الوضع المتميز الذي ادّعاه الحليفان الأوروبيان الرئيسيان لنفسيهما.
