25. Securing the victim’s right to redress requires that a State party’s competent authorities promptly, effectively and impartially investigate and examine the case of any individual who alleges that she or he has been subjected to torture or ill-treatment. Such an investigation should include as a standard measure an independent physical and psychological forensic examination as provided for in the Istanbul Protocol. Undue delays in initiating or concluding legal investigations into complaints of torture or ill-treatment compromise

25- ويقتضي ضمان حق الضحية في الحصول على سبيل انتصاف أن تجري السلطات المختصة للدولة الطرف تحقيقات وتحريات على نحو فوري وفعال ونزيه بشأن حالة أي فرد يدعي أنه تعرض للتعذيب أو سوء المعاملة. وينبغي أن تشمل هذه التحقيقات كتدبير معتاد فحصاً بدنياً ونفسياً مستقلاً على يد طبيب شرعي مثلما ينص على ذلك بروتوكول اسطنبول. فأي تأجيلات غير لازمة لبدء التحقيقات القانونية أو استكمالها فيما يخص شكاوى التعذيب أو سوء المعاملة تضر بحقوق الضحايا بموجب المادة 14 في الحصول على الإنصاف بما فيه التعويض العادل والكافي ووسائل إعادة التأهيل على أكمل وجه ممكن.
