In the 1990s, the army was rebuilt under Syrian auspices, with a division of power on the security scene: Hezbollah was in charge of the external struggle against Israel whereas the army became a “super-police” to protect the Syrian-Lebanese security order, especially through its moukhabarat. After the Syrian withdrawal from Lebanon in 2005, however, Lebanese actors were unable to establish a new balance and to reach a consensus on a National Defense Strategy.

وما الوضع الراهن إلا نتاج لتلك المشاكل التي تلت الحرب الأهلية غير المحلولة والمؤجلة بشكل مفتوح. حيث أُعيد بناء الجيش عام 1990 تحت المظلة السورية، مع تقسيم للعمل في المشهد الأمني: فتكفّل حزب الله بالصراع الخارجي مع إسرائيل بينما تحول الجيش إلى "شرطة عليا" مهمتها حماية النظام الأمني السوري-اللبناني، وبخاصة من خلال جهاز المخابرات التابع له. بيد أن الوضع لم يتغير حتى بعد الانسحاب السوري عام 2005، فلم يستطع اللاعبون الكبار في لبنان تحقيق توازن جديد أو الوصول إلى توافق حول استراتيجية دفاعية وطنية. ولئن دلّ هذا عل شيء فعلى محدودية عملية إعادة البناء وعدم كفاية عملية توحيد الجيش ودمج وحداته المقسمة على أساس طائفي في جيش وطني واحد. ولا غرو أنه من دون استراتيجية دفاعية واضحة تحدد من هو العدو ومن المخول بمحاربته، فإن الجيش سيظل مشلولا في وضع "انتظر لنرى" ما يؤدي إلى ازدياد دور حزب الله.
