Միհրան Պողոսյանն ընդգծել է, որ Հայաստանի Հանրապետության հարկադիր կատարման ծառայությունն արդեն երկրորդ անգամ կազմակերպում է միջազգային գիտագործնական համաժողով: Առաջինը նվիրված է եղել մասնավոր եւ պետական հատվածների համակցությանը եւ որոշակի աշխատանքներ ծավալելուց հետո հարկադիր կատարման ծառայությունն ընտրել է այն ուղղվածություն, ինչ որ ունի այսօր: "Այսօրվա միջազգային գիտաժողովի թեման դա հարկադրանքի կիրառման այսպես ասած սահմաններն են: Ինչպես տեսնում եք, տարբեր պետություններում տարբեր մեթոդներ են օգտագործում: Մեզ համար հարկավոր է հասկանալ, թե ինչ չափով եւ ինչ ոլորտներում հարկադրանքը պետք է կիրառել, հասկանալ մի բան, որ մի կողմից այդ հարկադրանքը պահանջատիրոջ իրավունքների պահանջներին է ուղղված, այսինքն մենք պահանջատիրոջ կողմից ապահովում ենք դատավճռի կատարումը, սակայն մյուս կողմից պետք է հասկանալ, որ գոյություն ունի մարդու իրավունքների անվտանգություն, եւ մենք պետք է կարողանանք հարկադրանքի կիրառմամբ մարդու իրավունքների խափանման դաշտ չներխուժել",- ասել է Մ. Պողոսյանը:
