There is a concern that the situation might be deteriorated, considering Armenia's accession to the Eurasian Economic Union (EEU), an alliance of three member states namely Russia, Kazakhstan and Belarus, with higher level of corruption than that of Armenia’s. Մտավախություն կա, որ առաջիկայում իրավիճակը կարող է էլ ավելի վատանալ՝ հաշվի առնելով այն փաստը, որ Հայաստանը պատրաստվում է անդամակցել կոռուպցիայի բարձր մակարդակ ունեցող երեք երկրների՝ Ռուսաստանի, Բելառուսի, Ղազախստանի դաշինքին: Եթե տարիներ առաջ Եվրամիության հետ համագործակցության շրջանակներում Հայաստանի իշխանությունները ստիպված էին բարեփոխումներ կատարել, ապա այս նոր ակումբում նրանց առջև որևէ այդպիսի պայման չի դրվում: Կոռուպցիայի դեմ պայքարում լավատեսության հիմք չի տալիս Հայաստանի աշխարհաքաղաքական ընտրությունը, որովհետև Վարուժան Հոկտանյանը առանձնապես չի հավատում, որ Հայաստանը կդառնա առաջատար և Ռուսաստանը, Բելառուսը, Ղազախստանը կփորձեն հասնել գոնե Հայաստանին: Ընդհակառակը, նա ավելի շատ տեսնում է վտանգ, որ հակառակը տեղի կունենա:

Զրուցակիցները քննարկել են ս.թ. դեկտեմբերին Մոսկվայում կայանալիք ՀԱՊԿ Հավաքական անվտանգության խորհրդի նստաշրջանի և կանոնադրական այլ մարմինների համատեղ նիստի նախապատրաստական աշխատանքներին ու օրակարգերին վերաբերող հարցեր, անդրադարձել նաև խորհրդի նախորդ նստաշրջանում ընդունված որոշումների իրագործման ընթացքին: Հանդիպման ընթացքում Նիկոլայ Բորդյուժան Հանրապետության Նախագահին զեկուցել է Կազմակերպության ընթացիկ գործունեության, համագործակցության շրջանակներում արձանագրված արդյունքների, այդ թվում՝ ՀԱՊԿ ռազմական բաղադրիչի զարգացման, ՀԱՊԿ անդամ-պետությունների ռազմական համագործակցության հիմնական ուղղությունների զարգացման ծրագրի իրականացման ընթացքի, ՀԱՊԿ միացյալ շտաբի ընթացիկ գործունեության, ինչպես նաև Կազմակերպության Հավաքական անվտանգության կովկասյան տարածաշրջանում անվտանգության ապահովման հետ կապված հարցեր: Այդ համատեքստում զրուցակիցներն անդրադարձել են օրերս ադրբեջանական զինված ուժերի կողմից ԼՂ ԶՈՒ ուսումնավարժական թռիչք իրականացնող ուղղաթիռի խոցման միջադեպին և դրա հետևանքով առաջացած իրավիճակին, որը, Նիկոլայ Բորդյուժայի հավաստմամբ, քննարկման թեմա կդառնա նաև ՀԱՊԿ Հավաքական անվտանգության խորհրդի նստաշրջանում:
