琵琶湖疏水工程是促进京都近代化的一项空前的大工程。以当时的日本技术力量，要在琵琶湖与京都之间建立新的水路，被认为是不可能的。而设计和工事的指挥是刚丛工部大学（现在的东京大学工学部）毕业的田边塑郎。1888年，田边看到美国Colorado州的世界第一水力发电所正式运营的新闻记事之后，远赴美国留学。回国后，在水力发电所的建设计划的基础之上增加了疏水计划。在年轻却又才华横溢的田边及其他众多工程人员的共同努力下，水力发电所终于竣工了。它成了京都产业发展的原动力。并且，在经过了100多年之后的今天，水利发电所仍然为京都日进步与发展贡献着力量。
