一九九九年初，我們就增設法律工具以打擊侵犯知識產權行為一事，徵詢公眾意見。其中一項廣為市民支持的建議，是將在業務上使用侵犯版權物品(例如盜版電腦軟件)的行為列為刑事罪行，藉以打擊機構侵犯版權行為。根據一項非正式的估計數字，在商業上使用的電腦軟件當中，約有半數屬盜版軟件。這樣普遍的侵犯知識產權行為，不但大大損害版權擁有人的合法權益，更妨礙創新及投資活動，而且有損中國香港的國際形象。
